SUBJECT: Delegation of Authority - Employees Associations

AUTHORITY DELEGATED AND TO WHOM

Pursuant to the authority vested in the Director, Indian Health Service (IHS), by the Reorganization Order of January 4, 1988, and in accordance with the authority delegated to the Public Health Service (PHS) Agency Heads by the Assistant Secretary for Administration and Management on January 2, to act as1974, I hereby delegate to the Area Directors, the responsible management official for employee associations for their respective Areas.

REDELEGATIONS AND RESTRICTIONS

This authority may not be redelegated.

The authority to act as a responsible management official is subject to the provisions of the Department of Health and Human Services (HHS) General Administration Manual and other applicable issuances. Further, when an employee association serves the employees of more than one PHS Agency, the PHS Agency Head who is responsible for providing management services in the installation shall carry out the authority to act as the responsible management official.

INFORMATION AND GUIDANCE

Requirements and instructions for exercising these authorities are contained in the HHS General Administration Manual, Part 25, Employee Organizations, Chapter 25-10, DHEW Employee Welfare and Recreation Associations, and other applicable issuances.

PRIOR DELEGATIONS

This delegation supersedes Exhibit l-5.23-17, Subject: Employees Associations, Part 1, Chapter 5, Delegations of Authority., Indian Health Manual, TN 85.2, dated January 4, 1985.

EFFECTIVE DATE

This delegation is effective upon date of signature.
