SUBJECT: Delegation of Authority for the Flexible Workplace Arrangements Program

1. Pursuant to the authority delegated to the Director, Indian Health Service (IHS), by the Deputy Assistant Secretary for Health Management Operations, September 9,Public Health Service (PHS), on September 9, 1994 as continued in the recent title change on March 28, 1995 Deputy Assistant Secretary for Health (Management and Budget), published in the Federal Register(60 FE 18846) on April 13, 1995, I hereby delegate to the Director of Headguarters Operations, for IHS-wide, the authority to:

a) approve the IHS supplemental plan for implementing the Flexible Workplace Arrangements Program;

b) approve exceptions to the provisions of the IHS supplemental plan; and

c) approve requests to participate in the Flexible Workplace Arrangements Program.

Redelegations and Restrictions

2. The authority delegated in paragraphs la. and lb. above may be redelegated to the Associate Director, Office of Administration and Management, authorized. with no further redelegation authorized. The authority delegated in paragraph lc. above may be redelegated with further redelegation authorized; however, the authority must be exercised by an official higher than the employee's immediate supervisor

3. This authority should be exercised in accordance with the guidance provided in the United States Office of Personnel Management Guidelines for Pilot Flexible Workplace. Arrangements, Health and Human Services policy, and Interim PHS Circular 600-1, PHS Flexible Workplace Arrangements Program.

Effective Date

5. This delegation is effective upon date of signature.
