BACKGROUND:

The attached is the revised Nursing Services Chapter prepared under the ongoing program for updating the Indian Health Manual.  No marginal lines are used to indicate revisions because of the extent of the changes.  Significant changes include addition of material relating to staffing criteria and standards of performance; budget guidelines for inservice nursing education; nursing responsibilities relating to program planning and evaluation; and the addition of appendices which include information formerly contained in the body of the Manual Chapter; i.e., uniform requirements, record and reporting instructions, billet description, etc.

With regard to uniform requirements there will be inconsistency between this chapter and other portions of the Manual until the latter are updated.  In the interim, the Nursing Chapter uniform requirements will be followed.  Changes in uniform allowances in accordance with the updated uniform requirements must await approval from the Bureau of Health Services, Public Health Service.
