Transmittal Notice 85-02

BACKGROUND

On August 20, 1982, the Secretary, Department of Health and Human Services, signed the Reorganization Order establishing the Health Resources and Services Administration, effective September 1, 1982.  Along with the approval of the reorganization, the Secretary continued all delegations and redelegations which were in effect immediately prior to the reorganization were to continue in effect in them or their successors, pending further redelegation, effective September 1, 1982.

The authority for the continuation of those delegations which were in effect at the time of the HRSA Reorganization is found at 47 FR 38424.

This chapter is a compilation of delegations applicable to the operation and administration of the Indian Health Service.  It does not presume to be the only official source of authority as the Area Director, in certain instances, may have redelegated certain authorities.

The delegations are subject to redelegation and limitations as established by the Area/Program Directors within their delegated authorities.
