AUTHORITY DELEGATED

Pursuant to the following authorities delegated to the Director, Indian Health Service (IHS), by the Assistant Secretary for Health, United States Department of Health and Human Services, on July 17, 1996, "Delegation of Authority for Indian Self-Determination and Education Assistance Act" Public Law 93-638, as amended, I hereby delegate to the officials listed below, the administrative authorities relating to the leasing of real property for the IHS.

Director, Office of Environmental Health and Engineering
Director, Division of Engineering Services

AUTHORITY TO REDELEGATE

This authority may be redelegated only to those employees who have been adequately trained and warranted as Lease Contracting Officers.

INFORMATION AND GUIDANCE

This authority does not include the authority to promulgate regulations under Section 107 of the Indian Self-Determination and Education Assistance Act, to submit reports to Congress; establish advisory committees or national commissions; or appoint members to such committees or commissions.

The authorities granted herein shall be exercised in accordance with the requirements and limitations of the Federal Property and Administrative Services Act of 1949 as amended; the Budget Enforcement Act of 1990 and Office of Management and Budget (OMB) Bulletin 91-02, Part 8; and regulations, and other applicable laws including the GSA Acquisition Regulation (GSAR), the Competition in Contracting Act (CICA), and other OMB, and IHS requirements.

The authorities granted herein may be exercised upon receipt of an approved form SF-81, Request for Space, signed by the Director, Division of Facilities Operations, Office of Environmental Health and Engineering, Headquarters, IHS.

None.

EFFECTIVE DATE

This delegation is effective on the date of signature.
