AUTHORITY DELEGATED
Pursuant to the authorities delegated to the Director, Indian Health Service (IHS), by the Reorganization Order of January 4,1988 (52 Federal Register 47053), which elevated the IHS to a Public Health Service Agency, I hereby delegate to the Chief Medical Officer the following “Indian Alcohol and Substance Abuse Prevention and Treatment Act of 1986 Grants Related Authorities”:
- The authority to establish and publish program guidelines, which include:
- the establishment of criteria for the types of programs and services,
- funding priorities,
- a system of objective review of applications,
- program-specific reports, and
- any necessary procedural or substantive requirements for the administration of the grants program.
- Authority to concur or non-concur with recommendations of Headquarters and Area review panels.

AUTHORITY TO REDELEGATE
These authorities may be further redelegated.
RESTRICTIONS AND LIMITATIONS
Authority to perform the grant administrative authorities, including signing the resulting grant documents, was delegated to the IHS Headquarters Chief Grants Management Officer on May 4, 1994.
These authorities shall be exercised in accordance with all applicable grant regulations and grant policy directives issued by the Secretary, Department of Health and Human Services.
SUPERSEDURE
This delegation supersedes the previous delegation of authority located in Indian Health Manual, Program Delegation #1, “Indian Alcohol and Substance Abuse Prevention Act of 1986 Grants Related Authorities,” dated September 23, 1988.
EFFECTIVE DATE
This delegation is effective upon the date of signature.
