Chapter IHS 8-79 Use of Collaborative Agreements The above two chapters do not have corresponding HHS or PHS Chapters. Material Superseded None Background These chapters are issued in order to clarify the questions raised concerning the appropriate use within IHS of Memoranda of Agreement (MOA) so that there is a clear and uniform understanding of the various instruments to be used. Chapter IHS 8-78 reiterates existing policy and provides guidance for selection of the proper instrument for IHS to use with non-IHS entities. Chapter IHS 8-79 establishes the policy for use of a new instrument called a collaborative agreement, which includes many of the agreements previously termed MOA's.
