Background

These chapters are issued in order to clarify the questions raised concerning the appropriate use within IHS of Memoranda of Agreement (MOA) so that there is a clear and uniform understanding of the various instruments to be used.

Chapter IHS 8-78 reiterates existing policy and provides guidance for selection of the proper instrument for IHS to use with non-IHS entities.

Chapter IHS 8-79 establishes the policy for use of a new instrument called a collaborative agreement, which includes many of the agreements previously termed MOA's.

File these issuances directly behind chapter PHS 8-77, "Agreements."  Post receipt of this transmittal notice on the Checklist of IHS Transmittal Notices found behind the PHS Transmittal Notices at the back of the General Administration Manual, and file this transmittal behind the checklist.
