BACKGROUND:

This transmittal forwards an exhibit to the Indian Health Manual, Part 1, Chapter 5 - Delegations of Authority, Exhibit 1-5.1D, Subject:  Indian Alcohol and Substance Abuse Prevention Act of 1986 - Grants Related Activities.

This new addition reflects the recent authority as a result of the elevation of the Indian Health Service to a PHS Agency and Section 4228 (c)(1) of the Indian Alcohol and Substance Abuse Prevention Act of 1986.
