BACKGROUND

This is to transmit a change to the Indian Health Manual, Part 1, Chapter 5, Delegations of Authority.  Attached are three memorandums on the Delegations of Authority to Approve and Sign Agency Agreements.  The attached delegations of authority incorporate the authority delegated to the Public Health Service Agency Heads by the Deputy Assistant Secretary for Health Management Operations on November 17, 1994, and increases the dollar threshold of agency agreements that the Area Directors may approve and sign.

MATERIAL TRANSMITTED

Indian Health Manual Part 1, Chapter 5, Delegations of Authority:  Administrative Delegation No. 36, Authority to approve and sign Agency Agreements.  The following delegation memorandums are attached:

  1. From the Director, IHS, to the Deputy Director, IHS
  2. From the Director, IHS, to the Director of Headquarters Operations (DHO), IHS
  3. From the Acting DHO to the Area Directors, IHS
  4. From the Acting DHO to the Associate Director, OHPRD

MATERIAL SUPERSEDED

The IHS Director's memorandum dated August 12, 1988, "Processing and Clearance of Agreements," and the delegation of authority from DASHMO to the PHS Agency Heads, dated May 22, 1992.

File the attached memorandums behind Administrative Delegation of Authority #35 in the IHM, Part 1, Chapter 5, and in the Master Copy Delegations of Authority book.  Log and file this transmittal notice in sequential order.
