TIME AND ATTENDANCE CARD ADMINISTRATION

  1. PURPOSE.  This circular serves to establish policy regarding the separation of duties pertaining to the administration of Time and Attendance Cards HHS Form 402.

  2. POLICY.  It is the policy of Indian Health Service that timekeepers do not have contact with timecards once they are reviewed and signed by the supervisor.

  3. PROCEDURES.
    1. Timecards will be delivered to each timekeeper by the payroll liaison in the Division of Resources Management, IHS Headquarters during the first week of the pay period.  Timekeeper will be required to sign a form indicating the date timecards are received.
    2. After the timekeeper has submitted timecards to the supervisor for signature, timekeeping regulations state the timecards be given to a designated person other than the timekeeper.
    3. The designated person will then deliver the timecards by 12 noon on the designated due date - usually Thursday of the second week of the pay period.  The designee is required to sign a form indicating date, time and to whom the timecards were submitted.
