Pursuant to the authority delegated to the the Director, Indian Health Service (IHS), by the Reorganization Order of January 4, 1988, and in accordance with authority delegated by the Director, Office of Management, PHS, on June 3, 1985, to the PHS Agency Heads, and redelegated to the Director of Headquarters Operations on September 21, 1989, by the Director, IHS, I hereby delegate to the Associate Director, Office of Administration and Management (OAM), the authority to administer the oath of office as required by Title 5 U.S.C. Section 3331, when appropriate for personnel throughout his/her respective organization.
AUTHORITY TO REDELEGATE
This authority may be redelegated.
INFORMATION AND GUIDANCE
- On October 25, 1984, the Assistant Secretary for Personnel Administration delegated the authority to administer the oath of office directly to personnel officers within DHHS. Personnel officers may designate, in writing, specific positions within the personnel office, the incumbents of which are authorized to administer the oath of office; and specific positions (under their appointing authority) outside the personnel office, the incumbents of which are authorized to administer the oath of office. This latter designation is limited to positions in offices which induct new employees because of geographical separation from personnel offices.
- Designations must be in writing to specific positions in the IHS Headquarters organization, the incumbents of which are authorized to administer the oath of office.
- Requirements and instructions for administering the oath of office are contained in HHS Personnel Instruction 296-3.
- The oath of office may be administered only by an official with the written authority to do so.
SUPERSESSION
This delegation supersedes Indian Health Manual Part I Chapter 5, Delegations of Authority, Exhibit 1-5.2F-16, Subject: Administration of Oaths, Transmittal Notice 85.2, dated January 4, 1985.
EFFECTIVE DATE
This delegation is effective upon date of signature.
