Transmittal Notice 23-05

BACKGROUND:

The purpose of this Transmittal Notice (TN) is to transmit a copy of the revised Part 1, Chapter 14, “Reasonable Accommodation,” Indian Health Manual (IHM). This chapter is revised in its entirety. The Indian Health Service (IHS) is fully committed to providing equal opportunity in Federal employment to its employees and applicants. While many individuals with disabilities can apply for and perform jobs without any reasonable accommodation, there are workplace barriers that keep others from performing jobs they could do with some form of accommodation. These barriers may be physical obstacles (such as inaccessible facilities or equipment), or they may be procedures or rules (such as rules concerning when work is performed, when breaks are taken, or how certain work functions are performed). A reasonable accommodation modifies or removes workplace barriers for individuals with disabilities. In compliance with applicable laws and regulations, this chapter establishes the policy and procedures for providing reasonable accommodations to employees and applicants with disabilities. The purpose of this chapter is to establish the IHS Reasonable Accommodation policy. This policy prescribes procedures for submitting and responding to a request for a reasonable accommodation.

MANUAL MAINTENANCE:

Remove Part 1, Chapter 14, “Reasonable Accommodation,” IHM, dated September 6, 2016 in its entirety and discard. Insert the attached copy of Part 1, Chapter 14, “Reasonable Accommodation,” IHM, including the chapter Table of Contents, in its place.

Log and file this TN in sequential order.
