Summary: The Sophie Trettevick Indian Health Center [STIHC] of the Makah Tribe, located at Neah Bay, Washington provides comprehensive health services, either directly or through contractual arrangements, to approximately 2,475 Indian people active patients. The STIHC has a staff of approximately 100 clinic employees [as well as a variety of other contractual, temporary, part-time, and volunteer staff] involved in the direct provision of ambulatory and field health care services and in the administration of contract health care for inpatient and other health services not provided directly. The health facilities are comprised of 21,762 square feet located on two separate health campuses.
Duties: action. Human Resources Management: Hire the best qualified individuals for department positions in order to maintain the highest quality of services. Plan and implement programs and specific educational plans to ensure the education and training of Tribal members to build leadership, management and job skills required for staffing health programs. Ensure the professional growth of staff by supporting and requiring regular training as necessary, using established personnel policies for performance appraisal and addressing performance deficiencies as they are observed. Data Management. Oversee a data management system to manage and support reporting requirements, service utilization, decision making and fiscal impacts. 1. Delivery of Services ? Plans, directs, and implements the systematic and coordinated delivery of the highest level of clinical and preventive ambulatory health services within the limits of the service delivery area. ? Provides guidance, direction, and management supervision to an organized ambulatory health care provider staff in the provision of direct clinical and preventive health care services. ? Assures the provision of the preventive health services as a integral component of the overall health care program consistent with IHS and Tribal objectives for health promotion and disease prevention. ? Is substantially involved in health professional recruitment and retention at this isolated site. Services include training, preparation, and delivery of after hours emergent/urgent medical services. Manages nine [9] to fifteen [15] units and employee living quarters. ? Maintains effective communications and coordination with the Makah Tribal Council. ? Supports tribal goals in planning for implementation of self-determination objectives in assuming operation of the Indian Health Service local delivery system. ? Manages and directs a contract health service program through extensive contractual relationships with hospitals, physicians, dentist, other health care providers, pharmacies, and a variety of other types of health care vendors. ? Provides directly as Health Director/Administrator, and/or through subordinate staff. ? Conducts an effective billing and collections system to maximize use of third resources. ? Maintains Health Center accreditation and an ongoing health program Quality Assurance/Quality Improvement program. ? Plans, directs, monitors, and evaluates a continuing program of continuous quality improvement to insure the highest quality of clinical and preventive services consistent with AAAHC and IHS contracted standards. 2. Operational Management ? Exercises line authority over all STIHC operations through the effective and efficient management of STIHC direct and contact health programs, budget and finance, personnel, property and facilities, and general administrative services, in conformance with applicable laws, rules, regulations, policies and procedures. ? STIHC staff, develops, implements, and evaluates an annual Tribal Health operating plan which identifies program and administrative objectives, priorities and unmet needs and associated resource requirements for funds, personnel, facilities, equipment, and materials/supplies. ? Conducts a program for the effective recruitment, training, [PMAP/PAS] performance, and recognition of Health program staff to assure high standards of professional performance throughout the Tribal health programs. ? Develops, implements, and maintains an automated management information system which responds to IHS and STIHC management information needs and requirements. 3. Tribal Relations Continuous participation of and involvement with the Makah Tribal Council and the Makah community is essential to insure that STIHC health programs are reflective of and responsive to the health needs and desires of the population we serve. Accordingly, the Health Director/Administrator, ? Serves as a primary health advocate for the Makah Tribe and community. ? Provides advice and assistance to tribes on matters affecting the management of tribal health programs and strategic planning. ? Actively seeks and encourages tribal participation in the Health Department’s planning, operation and evaluation of its health programs. ? Actively keeps the Makah Tribal Council informed of the Health Department operations by regular meetings with the Tribal Health Committee with regular reports regarding major activities of health services and current status in meeting objectives of the operating plan [including budget status and health service priorities]. ? Develops, implements, and assures that the Makah Tribal Council is aware of and have access to a training and development program to enhance capability for tribal management of health programs. ? Additionally, develops and maintains working relationships with appropriate other Federal, State and local agencies, outside organizations and providers concerning matters affecting health programs for Indian People. SUPERVISORY RESPONSIBILITIES Directly supervises up to 10 employees. Carries out supervisory responsibilities in accordance with the organization’s policies and procedures and applicable laws. Responsibilities include writing job descriptions, interviewing, and training employees planning, assigning, and directing work appraising performance addressing complaints and resolving problems.
Qualifications: EDUCATION and/or EXPERIENCE Minimum of a Bachelors degree [B. A.] from four-year College or university with a relevant field of study [i.e., MSW, public health, health care finance, business ore related field, at least five years experience in health and human services, management and administration must be very knowledgeable in finance and budgeting or equivalent combination or education and experience. LANGUAGE SKILLS Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. CERTIFICATES, LICENSES, REGISTRATIONS Must have a valid Washington state Drivers license and insurable. A certified copy of an individual’s driving records for the past three years of operation, obtained from the Department of Motor Vehicles in the state in which the driver’s license is issued will be conduct upon hire. This position is classified as a sensitive Tribal position. Therefore, applicant must submit to and clear a pre-employment criminal background check.
