Summary: The Tuba City Regional Health Care Corporation [TCRHCC] is a 73-bed, acute and outpatient regional health system organized as a private nonprofit healthcare organization operating under the Indian Self-Determination Act P.L. 93-638 since September 30, 2002. Tuba City Regional Health Care Corporation, a Joint Commission accredited health center, provides services to a 6,000 square mile area and serves as a referral center for the western part of the Navajo and Hopi Reservations. The unique community of Tuba City offers a culturally rich environment. The Native American tribes located and served here are the Navajo, Hopi, and Southern Paiute. This mixture along with Anglo, Hispanic, and African American employees of the hospital and school systems make a pleasantly diverse community.

This Laboratory Supervisor is responsible for the administrative oversight of the general laboratory, Performance Improvement, compliance with regulatory requirements, policy and procedures and the TCRHCC goal of quality patient care. The incumbent will serve as the Director of Laboratory Services in the event of their absence. The position is located in a laboratory that provides sub-specialties of service in a hospital setting chemistry, hematology, coagulation, urinalysis, phlebotomy, blood bank, microbiology, and clinical microscopy. The laboratory provides 24- hour coverage and incumbent’s may work day and evening shifts, weekends, holidays and occasional overtime.
Duties: 1. Follows the laboratory’s established policies, processes and procedures for specimen collection, handling and processing, test analysis, reporting, and maintaining records of patient results in all laboratory specialties. 2. Performs and documents Corrective Actions utilizing the established policies, processes and procedures, whenever test systems are not within the laboratory’s established acceptable levels of performance. 3. Adheres to the laboratory’s Quality Assurance policies by performing and documenting all Quality Control activities, instrument and procedural calibrations and instrument preventative maintenance. 4. Performs proficiency testing and document attestation that proficiency testing samples are tested according to protocol[s]. Works with the input and discussion of the Laboratory Quality Coordinator [LQC] to order proficiency testing for all regulated and non-regulated proficiency testing each year. 5. Maintains skills and knowledge required for performing tests methods for proper instrument use, performing preventive maintenance, troubleshooting and calibration procedures related to each test performed. 6. Stays abreast of factors that influence test results and skills required to assess and verify the validity of patient test results. 7. Maintains inventory control to assure adequate supplies and reagents needed for continuous laboratory operation[s]. 8. Actively participates in the maintenance of Laboratory Accreditation by adhering to standards in environment of care, performance improvement, document control, quality assurance, proficiency and competency. 9. Develops and maintains working relationship with the Medical and Nursing staff regarding the processing of specimens and evaluation and interpretations of results. Provides verbal consults in various aspects of the clinical laboratory. 10. Develops staff schedule to maintain uninterrupted Laboratory services. Reviews HMS timekeeping for attendance and punctuality compliance. Has approval authority for leave requests. 11. Cooperates with the LQC to ensure periodic Training and Competency for testing personnel are complete and documented according to regulatory schedules. Ensure that required information of certification and continuing education is maintained in personnel files. 12. Collaborates with the Director of Laboratory Services [Director] and Section Leaders to evaluate, modify or adapt new methods or revise standard techniques to improve or expand services. Works with Lead Technologists and Section Coordinators to select and hire staff. 13. In conjunction with the Lead Technologists, Section Coordinators and the Director assesses personnel needs in order to build the budget each fiscal year and assure compliance within the budgetary limitations. 14. Participates with the Director and LQC to develop and update job descriptions, laboratory policies, processes, and procedures, and perform employee evaluations. Also prepare for regulatory agency surveys by ensuring correction of previous deficiencies and implement QA monitors as appropriate to be sure previous deficiencies are corrected and do not reoccur. Performs periodic review of laboratory policies with the Director and Human Resources to modify policies as will be applied to the general laboratory personnel. 15. Conducts and evaluates the performance evaluation of the LQC with the Director. 16. Performs periodic, confidential Satisfaction Surveys for staff and patients according to laboratory processes and procedures and implement corrective action in accordance with hospital policy. 17. Reviews staff occurrence reports, client complaints and provider complaints, works in accordance with involved personnel to develop solutions and implement corrective action. Review disciplinary actions with the Director and the Senior Leader. 18. Develops Performance Improvement projects and completes quarterly reports to the Chief Quality Officer with the involvement of the Director and Section Leaders. 19. Overall responsibility for the Laboratory Information System. Assess, plan and implement changes as indicated and applied to the laboratory and the electronic health record with the Director and LIS Coordinator. 20. Overall responsibility for the oversight of the Phlebotomy section and coverage for the phlebotomy stations. Teams up with the department staff to assess, plan and implement changes as indicated and applied to the laboratory needs. 21. Collaborates with the LQC and Lead Technologists to assure that results are returned for all tests sent out assess quality of reference laboratory services at least annually and report problems/issues to the Consulting Pathologist and Director sign off on bills from reference labs for testing and monitor reimbursement of expensive and esoteric tests. 22. Attends meetings with section leaders to communicate improved patient care and collaborates with the LQC, Director and Consulting Pathologist to meet with the Medical staff to communicate pertinent information, changes and new tests. 23. Performs other job-related duties as assigned.
Qualifications: Education: A Bachelor’s degree in Laboratory, Biological, Chemical or Physical Science License/Certification: Current, unexpired Medical Technologist or Medical Laboratory Science certification from a nationally recognized certification agency Experience: Three [3] years of experience as a bench technologist in each specialty of clinical, high complexity testing plus one [1] year of Lead Technologist experience in at least one [1] specialty of clinical, high complexity testing Other Skills and Abilities: A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers. All employment references must address and indicate success in each one of the following areas: • Positive working relationships with others • Possession of high ethical standards and no history of complaints • Reliable and dependable reports to work as scheduled without excessive absences • Excellent verbal and written communication skills capable of maintaining multiple communication channels • Moderate computer skills and literacy for communication, records, forms, ordering and statistical analysis • Able to respond appropriately in stressful situations • Possess technical skills and understand how to operate complex equipment
