Summary: To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Individual Occupation Requirements Note: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. EducationA graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Licensure For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Experience The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Basic Requirements for the GS-04 Grade Level Education:At a minimum, an associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs , Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree or diploma was obtained. Basic Requirements for the GS-05 Grade Level To qualify at the GS-5 (or equivalent) grade level, applicants must meet one of the following qualification requirements: Possession of a bachelor's degree in Nursing with no experience; or Possession of a diploma or associate degree in professional nursing and one full year of professional nursing experience. Examples include: Developing and implementing of a plan of care for assigned patients and providing nursing interventions based on established plan of care and evaluating effectiveness. Basic Requirements for the GS-07 Grade Level In addition to the above Basic Requirements, applicants must meet one of the following requirements: Possession of a bachelor's degree in Nursing and eligibility under the Superior Academic Achievement provision; Possession of a bachelor's degree in Nursing and at least one full year of professional nursing experience (equivalent to the GS-5 grade level); Examples include: Utilizing the nurse process to initiate and complete patient assessment, as well as initiate, develop, implement, and evaluate the patient care plan; providing comprehensive nursing care to patients based on plan of care plan and the physician's medical plan of care; observing patient's clinical condition and provide nursing care including: appropriate notification of the physician, initiation of emergency measures, patient and family teaching; operating and monitoring medical equipment such as respiratory equipment, thematic devices, suction apparatus, nasogastric suction, incubators, defibrillators, electrocardiographs, etc.; administer therapeutic measures as prescribed by the physician including: medication, IV fluid, treatments, and assist with various procedures, such as preparing the patient, assisting during the procedure, and evaluating results. Possession of a diploma or associate degree in professional nursing and two full years of professional nursing experience; or Completion of at least one full year of graduate education in a professional nursing educational program. Basic Requirements for the GS-09 Grade Level In addition to the above requirements, applicants must meet one of the following requirements: Possession of a master's degree in professional nursing; or At least one full year of professional nursing experience (equivalent to the GS-7 grade level or above) and possession of a diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program. Examples include: Assessing and care for the nursing needs of ER patients and other types of patients; recognize and intervene in acute life-threatening situations, developing plan of care to meet the needs of patients; recognizing adverse signs and symptoms and react swiftly in emergency situations; triaging patients; plan with minimal assistance in scheduling and providing comprehensive nursing care in the Emergency Department. Basic Requirements for the GS-10 Grade Level At least one full year of professional nursing experience (equivalent to at least the GS-09 grade level or above) and possession of a diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program. Examples include: Assessing and determining acute states that result in an emergency; recognizing potential changes such as fluid and drug side effects; recognizing and intervening in acute life-threating conditions, cardiac and respiratory management in medical, surgical, and obstetrical patients in the emergency room; interpreting data regarding the patient's status to identify the care needed; independently plan, schedule and provide comprehensive nursing care in the Emergency Department. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
