Health Information Technology (Health IT) Modernization The IHS will take the necessary steps to modernize the Agency’s Health IT platform.

This will include not only the clinical aspects of a Health IT system, but also IHS-specific mission and business needs, such as business intelligence patient-and population-based clinical systems, practice management, financially oriented administrative processes, purchased and referred care operations, and interoperability functionality to ensure access to patient data across multiple platforms. This will include all related services to support deployment, training, standardization, and optimization.

The IHS will allocate and dedicate financial and personnel resources to support the modernization project. The IHS will develop a phased approach for modernization, governance and process improvement, working closely with Tribal and Urban partners.

Objective 3.3
Human Capital Management for IT Support the Human Capital Management Plan for IT including development of an annual work plan in collaboration with the IHS Headquarters, Area Office, and Service Unit Chief Information Officers to carry out strategic direction and development of a strategic management infrastructure which recognizes the expanding role of IT. This includes review and revision of policies for recruitment, hiring, retention, employee development, and incentives to ensure that the Agency is able to attract and retain highly qualified IT staff, given the highly competitive market. 2 Goal 1,
Objective 1.1
Tribal Shares Work with Tribal organizations to execute a mutually beneficial, cooperative plan for calculation of the Office of Information Technology’s Tribal shares addressing services provided, service level agreements, service delivery process, development agreements, communications, education of stakeholders, and marketing. Objective 3.1
Quality Support all IHS/Tribal/Urban (I/T/U) programs to have the resources needed to meet IHS initiatives and regulatory requirements for improving patient care. It also includes improving patient and I/T/U program outcomes using data analytics to promote quality care and population health. 4 Goal 2,
Objective 2.1
Usability Definition: The degree in which information technology can be used by stakeholders to achieve quantified objectives with effectiveness, efficiency, and satisfaction in a quantified context of use.

Improve usability of clinical information systems, focusing on IHS priorities, to enhance the I/T/U health systems’ ability to provide high-quality patient care; support team-based care; promote care coordination; offer modularity and configurability; reduce cognitive workload; promote data liquidity (the right data is provided to the right person at the right time); and to facilitate patient engagement. This embodies:

- Including end users in design and implementation decisions.
- Performing human factor testing as a part of software development.
- Defining and monitoring key factors of usability for products.
