SUBJECT: Delegation of Authority to Approve Reorganization Proposals

AUTHORITY DELEGATED AND TO WHOM

Pursuant to the authority delegated to the Director, Indian Health Service (IHS), by the Deputy Assistant Secretary for Health Operations and Director, Office of Management, Public Health Service (PHS), on November 22, 1989, concerning the authority to approve reorganization proposals, I hereby delegate to the Director of Headquarters Operations, IHS, the authority to approve reorganizations at the fourth echelon level or below for IHS,

REDELEGATIONS AND RESTRICTIONS

The authority to approve fourth echelon organization levels may not be redelegated.

The authority to approve fifth echelon organization levels or below may be redelegated to the Area Directors for their respective Areas in accordance with the hollowing restrictions:

  1. The authority to approve fifth echelon organization levels may not be redelegated by the Area Directors.
  2. The authority to approve sixth echelon organization levels or below may be redelegated by the Area Directors no lower than the following:
    1. Service Unit Directors for their respective Service Units; and
    2. Area Office Office Directors for their respective organizations.

The approval authority for 1st echelon (IHS as an agency) and 2nd echelon (IHS Headquarters Offices and Area Offices) organization levels is retained by the Secretary.  Approval authority for 3rd echelon (Offices within an Area Office and Headquarters Divisions) is retained by the Director, IHS.  The reorganization of IHS medical centers (Phoenix, Gallup, and Alaska) may only be approved by the Director or Deputy Director, IHS.

INFORMATION AND GUIDANCE

Consultation with the Assistant Secretary for Health is required before the approval of a reorganization which is expected to create significant interest from individuals or entities within or outside the Department.

Exercise of this authority shall be in accordance with General Administration Manual Chapter HHS 8-60 and any PHS or IHS supplements thereto.

SUPERSESSION

None.

EFFECTIVE DATE

This delegation is effective upon date of signature.
