SUBJECT: Delegation of Authority to Approve Payment of Travel and Transportation Benefits Incident to a Permanent Change of Station and to Waive the Employment Agreement

Authorities Delegated and to Whom

  1. Pursuant to the authority delegated to the Director, Indian Health Service (IHS), by the Deputy Assistant Secretary for Health Management Operations, on March 19, 1991, as continued in the recent title change on March 28, 1995, to Deputy Assistant Secretary for Health (Management and Budget), published in the Federal Register (60 FR 18846) on April 13, 1995, I hereby delegate to the Director of Headquarters Operations, for employees of the IHS, the authority to:
    1. Approve payment of travel and transportation benefits incident to a permanent change of station to and within the continental United States.
    2. Waive the employment agreement required by law to remain in government service for a period of one year from the date of appointment or transfer when the reason for early separation is one that is beyond the control of the employee.

Redelegation and Restrictions

  1. This delegation does not include the authority to waive a written employment agreement primarily for the convenience or benefit of an employee.
  2. The authorities delegated in paragraph 1a. and 1b. above may be redelegated with further redelegation authorized.

Information and Guidance

  1. Requirements and instructions for exercising this authority are contained in IHS Personnel Instruction 571-4.

Effective Date

  1. This delegation is effective upon date of signature.  In addition, I hereby affirm and ratify any actions taken by my subordinates, which, in effect, involved the exercise of the authority delegated herein prior to the effective date of this delegation.
