BACKGROUND

This transmittal forwards the revised Indian Health Manual, Part 5, Chapter 16, titled "Management Control Systems."  This Chapter revises the Indian Health Service (IHS) policies and procedures for IHS managers at Headquarters and Area offices to establish, maintain, evaluate, improve, and report on management controls in administrative and IHS-specific program functions, pursuant to the Federal Managers' Financial Integrity Act (FMFIA).  This Chapter incorporates the requirements of new legislation and of the revised Office of Management and Budget Circular A-123, "Management Accountability and Control."  These mandates provide a framework for self-assessment whereby management control evaluations can be integrated with other managerial efforts to meet the requirements of the FMFIA.
