BACKGROUND
This is to transmit Indian Health Manual (IHM), Part 7, Chapter 5, "Administrative Grievance System." This new IHM chapter establishes the Indian Health Service (IHS) policy for according employees a means to grieve a matter of concern or dissatisfaction. All Civil Service employees of the IHS including members of a bargaining unit whose negotiated grievance procedures do not apply to the matter being grieved are covered by this policy. Employees excluded from this policy include Commissioned Officers, employees on temporary appointment not to exceed 90 days, and Senior Executive Service appointees.
