BACKGROUND
The purpose of this Transmittal Notice (TN) is to transmit a copy of the revised Delegation of Authority (DOA), Administrative #48, "Indian Self-Determination and Education Assistance Act, Public Law 93-638, as Amended, Approval of Title V Construction Project Agreements and Award of Title I Construction Contracts," Indian Health Manual (IHM). The purpose of this revised DOA is to reflect the changes from Title III to Title V authorities, as well as consolidate DOA Administrative #48, dated March 14, 1996, DOA Program #15, "Delegation of Authority for the Indian Self-Determination and Education Assistance Act, Public Law 93-638, as Amended," dated March 14, 1996 and DOA Program #16, "Delegation of Authority for the Indian Self-Determination and Education Assistance Act, Public Law 93-638, as Amended," dated March 14, 1996, into one comprehensive authority.

Remove the current copy of Administrative #48, dated March 14, 1996, DOA Program #15, "Delegation of Authority for the Indian Self-Determination and Education Assistance Act, Public Law 93-638, as Amended," dated March 14, 1996 and DOA Program #16, "Delegation of Authority for the Indian Self-Determination and Education Assistance Act, Public Law 93-638, as Amended," dated March 14, 1996," and discard. Insert the attached copy of DOA Administrative #48, "Indian Self-Determination and Education Assistance Act, Public Law 93-638, as Amended, Approval of Title V Construction Project Agreements and Award of Title I Construction Contracts," in its place. Log and file this TN in sequential order.
