Transmittal Notice 26-02
BACKGROUND:
The purpose of this Transmittal Notice (TN) is to forward a copy of the new Delegation of Authority (DOA), Personnel #64, “Authority to Approve and Sign Employment Dispute Settlement Agreements.” The authority to approve employment dispute settlement agreements is consistent with the Department of Health and Human Services (HHS) Delegation of Human Resources Authorities (July 26, 2021, as revised on August 18, 2025). The delegated authority must be exercised in accordance with HHS process requirements, including coordination with the Office of the General Counsel, Employee and Labor Relations, and Indian Health Service (IHS) Executive Leadership.
