Transmittal Notice 26-03
BACKGROUND:
The purpose of this Transmittal Notice (TN) is to forward a copy of the new Delegation of Authority (DOA), Personnel #63, "Indian Health Service Delegation of Authority Regarding the Permanent Notation in an Employee’s Official Personnel File of an Adverse Finding When an Employee Voluntarily Separates Before Resolution of the Personnel Investigation." This DOA reflects the designation to delegate to the Director, Office of Human Resources (OHR), or designee; Deputy Directors, OHR, or designee; Division Directors, OHR; and First-Line Supervisors the authority to implement the requirement to make a permanent notation of an adverse finding in a former employee's official personnel record file (OPF) when the employee was the subject of a personnel investigation and resigned from the Agency prior to the resolution of the personnel investigation.
