CONTRACTOR TRAINING PLAN FOR IMPLEMENTATION OF INDIAN HEALTH MANUAL PART 3, CHAPTER 20, PROTECTING CHILDREN FROM SEXUAL ABUSE BY HEALTH CARE PROVIDERS
- Purpose. The purpose of this circular is to provide the Indian Health Service (IHS) plan for training contractors on the policy for Protecting Children from Sexual Abuse by Health Care Providers. The policy is found in the Indian Health Manual, Part 3, Chapter 20. This circular will be incorporated into Part 3, Chapter 20 with the next updated issuance.
- Federal Staff. The Learning Management System (LMS) is set up for all federal staff to access the required training slides, and automatically record the completion of the training by the federal employee.
- IHS Contractors. IHS contractors will not access LMS. The following information details the agency plan for training contractors on Part 3, Chapter 20:
- Identifying the contractors. Each IHS Area HSPD-12 Coordinator will pull data from the Area Smart Card Management System (SCMS) identifying all contractors within their Area. This set of contractors will reasonably reflect a current listing of contractors who have or could have access to IHS facilities, and therefore come into the scope for requiring the subject training.
- Providing the training content. Each Headquarters and Area contracting officer will provide the current training slide deck to each contractor identified in A.
- Ongoing identification of contractors. On a monthly basis, the Area HSPD-12 Coordinator will run an SCMS report to identify additions to the run from the previous month of the list of contractors. This process will identify “new starts” for contractors on a rolling, monthly basis, to target training requirements. New contractors must complete the training within 30 days from date of hire.
- Communication/tracking with each contractor. Each Headquarters and Area Chief Contracting Officer will ensure that a process is established within their respective area to be used collaboratively with the contracting officer’s representative(s), to notify, certify, and track completion of this training requirement.
- Reporting. A report of compliance with the training requirement for all contractors will be provided by each Area Director to the Head of the Contracting Activity, Mr. Santiago Almaraz, every twelve months, beginning September 30, 2019.
- Supersedure.
None. - Effective Date.
This circular becomes effective on the date of signature.
