Notice to Rescind DOA Personnel #24.

This notice rescinds Indian Health Service (IHS) Delegation of Authority, Personnel #24, “Indian Health Service Designation of Management Official in Labor Management Relations Matters,” Indian Health Manual (IHM) dated February 27, 2017. The IHS’s current Collective Bargaining Agreements (CBA), including the Laborers’ International Union of North America (LIUNA) agreement, establish labor management processes, including negotiated grievance processes that eliminate the need for Personnel Delegation #24. Leadership and supervisors are instructed to adhere to the applicable CBA, or its successor, when addressing labor management matters and negotiated grievance processes. Questions regarding a CBA or labor management matters should be referred to the IHS Labor Relations Officer.

Please discard all copies of IHS Delegation of Authority, Personnel #24, “Indian Health Service Designation of Management Official for Labor Management Matters,” IHM at your earliest convenience.
