Authority Delegated and To Whom
Pursuant to the authority delegated from the Director, Indian Health Service (IHS), to the Director of Headquarters Operations, dated DEC 18, 1995, I hereby delegate to the Associate Director, Office of Information Resources Management (OIRM), the authority to direct the processes involved with acquiring federal information processing (FIP) resources for the IHS up to $20 million competitive and $l0 million noncompetitive.
Redelegation
All or part of this authority may be redelegated.
Information and Guidance
By this delegation of authority the Associate Director, OIRM,is authorized to only approve the information requirements of the IHS. The acquisition of FIP resources approved by the Associate Director, OIRM, or his/her designee, must be authorized by a contracting officer who has been appointed in accordance with the Federal Acquisition Regulations subpart 1.6.
For FIP resources acquisitions that exceed the delegated authority identified above, IHS officials will seek specific acquisition delegations in accordance with the Federal Information Resources Management Regulations (FIRMR) and Department of Health and Human Services (HHS) information resources management policies as presented in the HHS Information Resources Management (IRM) Manual.
With this increased authority comes the responsibility to comply with the applicable General Services Administration policies, the FIRMR, the HHS IRM manual, and the Public Health Service (PHS) IRM manual. Compliance to all policy requirements shall be monitored by the IHS OIRM through triennial reviews of the IHS IRM programs.
Supersedure
This delegation of authority supersedes my delegation of July 19, 1994, to the Associate Director, OIRM.
Effective Date
This delegation of authority is effective upon date of signature.
