AUTHORITY DELEGATED
Pursuant to the authority vested in the Director, Indian Health Service (IHS), by the Reorganization Order of January 4, 1988, which elevated the IHS to a Public Health Service (PHS) Agency, I hereby delegate to the officials listed below, the following authority to detail Commissioned Corps Officers for periods not to exceed 20 weeks to:
- Executive departments and agencies of the Federal Government, including other parts of the Department of Health and Human Services, excluding details of PHS Commissioned Officers to the Uniformed Services University of the Health Sciences, under the provisions of Section 214(a) of the PHS Act [42 United States Code (U.S.C.) 215 (a)], as amended;
- a State or a political subdivision thereof under the provisions of Section 214(b) of the PHS Act [42 U.S.C. 215 (b)], as amended, other than on leave-without-pay status; or
- a nonprofit institution under the provisions of Section 214(c) of the PHS Act [42 U.S.C. 215 (c)], as amended, other than on leave-without-pay status.

AUTHORITY TO REDELEGATE
This authority may not be redelegated.
RESTRICTIONS AND LIMITATIONS
- The Assistant Secretary for Health retains the authority to detail PHS Commissioned Corps Officers to congressional committees under section 214(c) of the PHS Act.
- Approval of two or more short-term details (less than 20 weeks) to avoid approval as a long-term detail is prohibited.
SUPERSESSION
This delegation supersedes the previous delegation of authority located in the Indian Health Manual, Commissioned Corps #2, ?To Detail PHS Commissioned Officers Under Section 214 of the PHS Act,? dated July 27, 1990.
EFFECTIVE DATE
This delegation is effective on the date of signature.
