The purpose of this Special General Memorandum (SGM) No. 25-03 is to provide information to the Indian Health Service (IHS) acquisition workforce (AWF) members regarding updates to the Indian Health Manual (IHM) Part 5, Chapter 5, “Acquisition Management.” The IHM 5-5 is being revised to align with the current Federal Acquisition Regulation (FAR), Health and Human Services Acquisition Regulation (HHSAR), and the Health and Human Services Acquisition Manual (HHSAM). The following IHM 5-5 sections are under revision due to potential non-compliant policies and must be avoided until this SGM is receded or expires.

The IHS Division of Acquisition Policy (DAP) is in the process of establishing standardized Acquisition Operating Procedures (AOPs) that are approved and controlled. All IHS acquisition workforce members are responsible for adhering to the FAR, HHSAR, HHSAM, and AOPs while IHM 5-5 is being revised. The IHS AOPs can be found on the IHS DAP-Central web page.
This SGM becomes effective on the date signed and expires after one year.
