BACKGROUND

This transmittal forwards the attached Delegation of Authority to Approve Grade and Pay Retention in Non-Mandatory Circumstances.  This authority was delegated to the IHS Personnel Officer by the Assistant Secretary for Personnel Administration (ASPER).

This authority allows the delegees authority to approve grade and pay retention in non-mandatory circumstances for eligible employees who might be reduced in grade or pay as a result of a reorganization, position reclassification, or management action.

With the abolishment of the ASPER, all personnel delegations of authority that the ASPER previously held were transferred to the Assistant Secretary for Management and Budget, as published in the Federal Register (60 FR 52403) dated October 6, 1995.
