BACKGROUND
The purpose of this Transmittal Notice (TN) is to forward a copy of the revised Delegation of Authority (DOA) to ?Grant Waivers and Make Default Determinations for the Indian Health Service (IHS) Scholarship Program.? This DOA is being reissued to reflect the 2004 IHS Headquarters reorganization.
