Supervision Received: The Tribal Physician/Deputy Clinical Director works under the general administrative supervision and medical supervision of the Cheyenne River Tribal Health Clinical Director. Supervision Exercised: The Tribal Physician/Deputy Clinical Director will provide preceptorship and collaboration with the employee, volunteer physician assistants, nurse practitioners, and medical contractors that work for the Cheyenne River Sioux Tribe. |
Duties: | EXAMPLE OF DUTIES (Duties may include but are not limited to the following): The Tribal Physician/Deputy Clinical Director shall provide a full range of care to patients by examining, diagnosing, and treating patients in family medicine. The Tribal Physician/Deputy Clinical Director will be authorized to use all areas of the medical treatment facility available to civil service and commissioned personnel in similar positions. The Tribal Physician/Deputy Clinical Director will be authorized to use all administrative and professional support available to Tribal Health Department personnel. The Tribal Physician/Deputy Clinical Director shall provide primary care services at the Cheyenne River Sioux Tribal Clinics and designated programs. These services will be compatible with the Cheyenne River Tribal medical facilities operating capacity and equipment. Physician services shall cover the range of physician services typically provided in a rural civilian practice of similar size, and will be responsible for the practice of medicine or direct service to patients involving the performance of diagnostic, preventative, or therapeutic services to both adult and pediatric patients. The Tribal Physician shall comply with all I.H.S. facility Accreditation of Healthcare Organizations Standards during the performance of his/her tour of duty with the tribe. Participates in Tribal Health Department meetings to develop new, modify existing and evaluate medical procedures relative to patient care with the objective of improving the quality of patient care. Participates in community activities and community health planning as necessary. Completes all forms directly related to patient care, which must be completed by a physician, and shall document in accordance with established standards to meet billing requirements. Maintains patient records utilizing the IHS, Electronic Health Record. Treatment of patients shall be performed at the tribal facility except in certain instances when patients are referred to IHS facilities for performance of special diagnostic procedures or definitive care not offered at the tribal facility and shall follow IHS regulations and policies on patient referrals. The Tribal Physician/Deputy Clinical Director shall become familiar with and be guided by the IHS formulary. He/she shall follow the IHS procedures when prescribing medications. Medications not on the formulary must be approved by the CRHC Pharmacy and Therapeutic committee. The Tribal Physician/Deputy Clinical Director shall comply with all facility infection control and safety procedures, practices and standards. The Tribal Physician/Deputy Clinical Director will attend necessary training to maintain a current unrestricted license and be willing to travel, when necessary. |
Qualifications: | Required Knowledge, Skills and Abilities: The Tribal Physician/Deputy Clinical Director shall have no work or health restrictions which will interfere with the performance of their assigned duties. The Tribal Physician/Deputy Clinical Director shall speak, understand, read and write the English language fluently and communicate with sufficient clarity to be understood by the Cheyenne River Sioux Tribal personnel and patients. The Tribal Physician /Deputy Clinical Director will possess sufficient initiative, interpersonal relationship skills, social and cultural sensitivity such that he/she can relate constructively to patients from the Native American community. The Tribal Physician/Deputy Clinical Director will maintain standards of personal hygiene and grooming such that his/her image as a physician is compatible with the expectations of the CRSU clinical staff and the Native American community. Education: The Tribal Physician/Deputy Clinical Director will be board certified, or board eligible without additional education or training. The Tribal Physician/Deputy Clinical Director will hold a current unrestricted state medical license from any of the fifty states, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. The Tribal Physician shall meet the same privilege requirements as permanent I.H.S. physicians before being allowed to provide medical services at the Tribal Health clinics and other designated facilities. Experience: At least three years of supervised experience providing direct service in a clinical setting (i.e. a 1-year internship or three years of a residency program in an institution accredited for such training.) Special Requirements: The Tribal Physician/Deputy Clinical Director must be CPR, PALS and ACLS certified. Must have a valid SD driver's license. Incumbent is subject to CRST Drug and Alcohol Testing Policy, also subject to Tribal/local, Federal, and State background checks in accordance with P.L. 101-630, P.L. 101-647 and Resolution 86-2013-CR. Medical services shall not be performed until professional staff membership and clinical priviledges have been granted in writing by the Indian Health Service credentialing policy. As a prerequisite to performance, physician performing services must be privileged in accordance with Indian Health Service Great Plains Area credential policy. Compliance with I.H.S. privileging requirements is essential in his/her performance of tribal physician duties. The Governing Body will not grant privileges until it is determined that credentialing information has been verified. Exception to the I.H.S. credential review and clinical privileges process will not be considered. Any physician who fails to maintain clinical privileges will not be permitted to perform services under the Master Health Contract provisions. Prior to assumption of duty, the Tribal Physician/Deputy Clinical Director will be briefed by the Tribal Health Clinical Director or his designated representative concerning any matter relevant to the physician's assumption and discharge of responsibilities under the terms of his/her position. The Tribal Physician shall advise the Tribal Health Clinical Director or his designate of any problem encountered or which may be encountered in connection with meeting the needs of patients that are treated. Continuing problems of any nature shall be reported to the CRST Tribal Health CEO. CONFIDENTIALITY: The Tribal Physician must adhere to all State and Federal Confidentiality/Privacy Act Rules and Regulations. Confidentiality is very important when working with health matters. It is expected that all matters pertaining to individual problems will be kept confidential. This also pertains to personnel issues. Failure to comply will be cause for dismissal. The incumbent must be able to pass Federal, State, and Tribal Criminal background checks in accordance with PL-101-647, PL 101-630, and Resolution 86-2013-CR. Incumbent is also subject to mandatory drug and alcohol testing in accordance with the Cheyenne River Sioux Tribe's Drug and Alcohol Free Workplace policy. |
