Summary: Incumbent serves as Deputy Clinical Director, under the direction of the Clinical Director (Director of the Division of Clinical Services, TONHC). Incumbent directly supervises the Supervisor of Laboratory Services, the Supervisor of Social Work Services, the Supervisor of EMS, and the Supervisor of the Eye Program. Incumbent provides administrative oversight of processes within the healthcare services delivery system to assure availability of a well-qualified Medical Staff, maintenance of a high standard of practice, and continuous improvement in the quality of healthcare offered. In addition to the above, the assignment includes providing medical care services. Assignments involve the full range of problems found in the medical field, including the very difficult, where there is responsibility for recognizing difficult-to-identify symptoms or signs, and with responsibility for developing a full treatment regimen involving knowledge of state-of-the-art techniques. This position requires education and licensure as an M.D. or D.O., three years of postgraduate residency training or equivalent, certification by (or eligibility through) a member board of ABMS (American Board of Medical Specialties), and at least four years of clinical experience, including one year of leadership experience in an administrative role.
Duties: Administrative Duties (50%) The incumbent has supervisory responsibility and authority for the activities of the supervisors of the Laboratory Branch, Social Work Service Branch, and Emergency Medical Services Staff. • Assists Clinical Director in ensuring that the clinical component of TON Sells Hospital and the TONHC Health Centers at San Xavier, Santa Rosa, and San Simon implement processes that fulfill standards for accreditation by The Joint Commission, and other pertinent quality standards. Provides oversight and necessary support required by these health programs to maintain accreditation and support quality standards. • Assures the availability of a well-qualified Medical Staff. • Advises and assists the Clinical Director in creating and maintaining effective organization and management of TONHC so as to offer responsive, high quality healthcare. • Provides support to the Clinical Director to engage Medical Staff in an effective program of Ongoing Professional Practice Evaluation (OPPE). Ensures that actions are taken when opportunities for improvement are discovered, and that the effectiveness of those actions is evaluated and communicated to the Quality Improvement Committee and Executive Committee as appropriate. Meets with Medical Staff members to review OPPE data and provide feedback. • Provides direct input into annual Performance Evaluations for Medical Staff as it pertains to OPPE data. • Prepares written status reports as required. Reports are submitted to the Clinical Director for review and distribution to the Medical Staff and appropriate departments. • In consultation with the Clinical Director, incumbent represents the Medical Staff on Safety, Infection Control, Quality Improvement, Managed Care, and other TONHC Committees, or appoints other qualified representatives. • Serves as the Acting Clinical Director on those days when the Clinical Director is away from TONHC. At such times, the incumbent shall assume all duties, authorities, and obligations of the Clinical Director and shall be under the direct supervision of the TONHC CEO. • Maintains an active and current knowledge of all regulatory policies as they apply to the TONHC Medical Staff and Division of Clinical Services. • Serves as the chief officer of the Medical Staff in all practices related to the credentialing, privileging, and peer review of the Clinical Director. • At the discretion of the TONHC Clinical Director, additional administrative, clinical or committee duties may also be assigned. Clinical Duties (50%) Performs and provides care to patients primarily in ambulatory clinic and inpatient settings; provides patient care and consultation in the Emergency Department as needed. • Performs and provides care to patients primarily in ambulatory clinic and inpatient settings; provides patient care and consultation in the Emergency Department as needed. • Interviews and examines patients, reviews past medical history, and requests and/or performs diagnostic tests and examinations. • Makes preliminary diagnosis, recognizing rare and difficult to identity symptoms or signs. • Directs, prescribes or provides a full treatment regimen, or arranges for specialized care or patient referral as necessary. • Makes note of observations which are incorporated into clinical records. • Provides emergency care as appropriate. • Manages and oversees all medical categories for cases which do not require referral. • Provides total patient care including prevention, health maintenance, early diagnosis, treatment and follow-up services. • Routine duties, shall include, even if rarely required, providing medical care and public health services to individuals eligible for services provided by TONHC in homes, schools, clinics, job sites, and other community locations within the TONHC service area. • Reviews patient medications, diet, therapy course, adherence to treatment management plan and other observations in order to develop, modify and assess the treatment plan. • Instructs and counsels patients and their families. • Performs and/or assists other physicians in the performance of minor surgery. Delivers infants when necessitated by urgent/emergent circumstances, and provides or arranges for postpartum care. Coordinates and integrates information obtained into ongoing health care information systems utilized by TONHC. • Ensures preparation of appropriate medical records for all patients seen to ensure the accumulation and organization of all pertinent clinical data needed to provide comprehensive medical care. • Disseminates clinical reports and correspondence concerning patients to physicians, hospitals, and other individuals and facilities. • Works closely with allied health professionals to provide effective interdisciplinary health care services and treatment. • Participates in a comprehensive Quality Improvement Program that meets accreditation standards of The Joint Commission. • Ensures clinical care is consistent with standards of practice, guidelines, and department specific policies and procedures. • Communicates effectively with patients and families in situations of medical, psychosocial, and cultural complexity. • Performs other job related duties as assigned and contributes to a team effort.
Qualifications: This position requires educational and licensure requirements for an M.D. or D.O., three years of postgraduate residency training or equivalent, and certification by (or eligibility through) a member board of ABMS (American Board of Medical Specialties). At least four years of clinical experience, including one year of leadership experience in an administrative role. Licenses, Certifications, Special Requirements: Must possess and maintain a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, Commonwealth of Puerto Rico or a territory of the United States. Must be board certified by (or board eligible through) a member board of ABMS (American Board of Medical Specialties). Upon recommendation for hire a criminal background and fingerprint check is required to determine suitability for hire. Must possess and maintain a valid United States driver's license. If it will be necessary for the incumbent to operate Tohono O'odham Nation vehicles, the incumbent must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
