The Healthy People initiative is a program of national health objectives set by the US Department of Health and Human Services for each decade. The Healthy People initiative emerged in the United States following the creation of the World Health Organization in 1948 and the Lalonde Report in Canada in 1974. The initial report, Healthy People: The Surgeon General’s Report on Health Promotion and Disease Prevention [US Department of Health, Education, and Welfare 1979, cited under Through the Years], was released in 1979 and set national health objectives to be achieved by 1990, and the scope and range of objectives to promote health in the United States have been update and expanded each decade since then. It now sets the health promotion and disease prevention agenda for the nation. In the IHS, we use Healthy People to frame much of the work we do, including our oral health surveillance program, oral health promotion/disease prevention initiatives, and almost every IHS national oral health initiative over the past three decades. This is the “30,000 foot” view of all prevention activities!
