Overview

The RRM Emergency Medical Services (EMS) staffing module estimates the requirements for EMS supervisors and EMS staff to respond to medical emergencies in the community served and to transport patient from one healthcare facility to another one. EMS personnel are also involved in daily equipment maintenance and restocking when not involved in patient care. The workload parameters that are the key variables in the staffing estimation are population served; square kilometers served and annual runs by the EMS unit.

Services Description:

Major components of an EMS system are emergency response and inter-facility transport. Emergency (911) response is organized to respond to medical and injury-related emergencies in a timely manner, regardless of the cause of the emergency or the patient's race, nationality, or ability to pay. The intent of the system response is to optimize the outcome of the individual(s) involved by minimizing the physical, emotional and financial impact of the emergency. After stabilization at an initial facility, transport to another facility capable of a more specialized level of care is sometimes necessary.

Staffing Criteria

For populations above 3,250 there is 2.0 fixed FTE plus 0.45 FTE for every 1000 service population. For service areas above 15,540 square kilometers there are 2.25 fixed FTE plus 0.183 FTE for every 1000 square kilometers. For I/T annual runs above 1,250 there 3.5 fixed FTE plus 3.5 FTE for every 1000 I/T annual runs.
