Contract Support Costs

The IHS will provide for a uniform and equitable system of determining, paying, and reconciling CSC funds for new, expanded, and ongoing ISDEAA compacts and contracts and preserve and support each awardee’s right to contract/compact under the ISDEAA.

The Office of Direct Service and Contracting Tribes (ODSCT) is pleased to announce a series of five video training modules for Contract Support Costs (CSC). The training modules cover key aspects of CSC including: statutory overview, definitions, policy updates, indirect cost, and direct cost.

In support of the IHS priority for resources - to secure and effectively manage the assets needed to promote the IHS mission and the objectives ODSCT used to develop the training were as follows:

  • To make the information accessible to all categories of users (up to and including Tribal Leadership);
  • To select a platform that would encourage users to review the information at their own pace, whenever it was convenient for them to do so; and
  • To create a framework with the flexibility to tailor our content based on policy changes and feedback by you.

Please note: the training modules located on this page and the official IHS YouTube channel are intended to cover key aspects of Contract Support Costs (CSC), including changes reflected in the updated policy. Please also note that the official versions of these training modules will only be available on the IHS website and IHS YouTube channel. If you have any additional questions regarding the training material please contact your local IHS Area representative.

The training modules are broken out by specific CSC topics. Occasionally, all CSC proposals will be reviewed in accordance with 25 U.S.C. 5325(a)(2)-(3). For example, the training modules may specifically refer to pre-award and startup or direct CSC, and the specific requirements of review related to those topics in the IHS CSC Policy, however in general every category of CSC and every proposal received will consistently be reviewed to ensure it meets the requirements outlined in 25 U.S.C. 5325(a)(2)-(3).
