November Tribal Consultation and Urban Confer Recap: Pilot Site Implementation Pathway

The Indian Health Service Health Information Technology Modernization Program continues to prioritize engagement and alignment with tribes and urban Indian organizations through tribal consultation and urban confer sessions. The third session of 2025 was held on November 6, with participants from across Indian Country joining to hear about the implementation process for PATH EHR with the pilot site, the Oklahoma City Area’s Lawton Service Unit.

The session highlighted a roadmap outlining the activities to be performed at the pilot site for the implementation and deployment of PATH EHR. IHS Chief Information Officer Mitchell Thornbrugh highlighted key priorities for the Modernization Program and PATH EHR. IHS Chief Medical Information Officer Dr. Howard Hays outlined key milestones to ensure readiness for the pilot site's go-live at the Lawton Service Unit. Dr. Hays explained the key differences between an enterprise design and a localized design. An enterprise design is a collection of reusable design elements, best practices, and processes that can be configured for a specific IHS, tribal, or urban Indian organization facility to support local clinical and business operations and processes. This approach offers two complementary perspectives that strike a balance between consistency across IHS and flexibility for local operations.

The consultation and confer session concluded with an open dialogue between program leaders and members of tribal and urban Indian organizations. Attendees were able to ask questions related to pilot site updates and PATH EHR implementation.

We appreciate the collaboration with tribes and UIOs and strive to continue providing ongoing updates on PATH EHR build, implementation, and deployment.

Statement of Interest

We invite tribal and urban Indian organizations to complete a non-binding document to help IHS understand which sites are interested in becoming part of the PATH EHR collaboration. The SOI form may be submitted by email to modernization@ihs.gov at any time. Federal sites are not required to complete the SOI form.

Health IT Modernization Awareness Survey

The Health IT Modernization Program Awareness Survey intends to determine tribal and urban partners' interest in actively participating in Program initiatives, assess awareness and perception regarding PATH EHR, and measure the effectiveness of the Program's communications. Jeanette Kompkoff serves as the director of the Division of Health Information Technology Modernization and Operations within the IHS Office of Information Technology. This division was established to oversee the Health IT Modernization Program and provide strategic guidance to align the goals of the program with the IHS mission. As director, Kompkoff is responsible for software development and maintenance, deployment, staff training, and the ongoing support of numerous health IT applications and major electronic health record system updates.
